Step 1:
Start with a few songs that are full of emotional upheaval. The lyrics should be about breakups, dissatisfaction with life and other bleak topics. Emo songs should be generally sad about the bleakness while grunge songs should be either angry about it or resigned to it.

Add in a song or two that is more upbeat. The lyrics don't have to be entirely positive, but the upbeat songs should have a much peppier tempo. The peppy songs are the ones to push for radio play and to bring in people with more moderate musical tastes.
Step 3:
Create a flow of songs that lead from a song with a more hardcore sound to a few depressive songs to a peppy song and back to the darker songs. This pattern is the standard one for grunge and emo albums.
Step 4:
Put the more intricate songs on the last few tracks of the album. That's where emo and grunge artists and their producers put the songs that mean the most to them or of which they're most proud.

Use plenty of distortion for the grunge songs. This is largely what gives grunge its signature sound. The distortion should be concentrated in the harder-edge songs. For an emo album, the harder songs should feature screaming instead.
